Have emailed infra@ about the spam and to check the permissions, It was not meant to be completely read-only, but ticket creation restricted to committers and users only able to comment on existing tickets. However, under Users and roles (https://issues.apache.org/jira/plugins/servlet/project-config/NETBEANS/roles), jira-users was (left?) set to Committers. I've changed that to Users, although not sure whether that's entirely correct or whether to remove the link to the role entirely?
