Hi,

 Would it be possible to use tag 13 on github and make it a github release to 
test release drafter ? It will make less PR to take into account as currently 
drafter look for all PR from Apache 11.1 beta 1
 I see many other Apache project using github release

Currently stuck for windows due to expired keys (api token can be regenerated 
but I Cannot delete the previous authentication certificate to use the ASF 
username convention)

So this will delay the windows vote

OK, I'll have a look at checking, signing and kicking off the Linux installer 
vote asap.

Hopefully John is OK for the macOS installer?  If not, I might be able to take 
on now as I've got a new testing machine, but I haven't tried building the ASF 
installer with it yet.

Assume you're doing Windows, and Martin is on hand for vsix?
