I tried netbeans-15-rc4 (running netbeans64.exe) on Windows 11 on OpenJDK Temurin 17.0.4.1+1, with 250% scaling on one monitor, and everything seems sized correctly on my machine.
Perhaps you have old compatibility settings set on NetBeans? Try right-clicking netbeans64.exe, then Properties->Compatibility->Change High DPI Settings. Make sure neither of the checkboxes are selected? Sometimes it is necessary to sign out of windows and back in again after changing HiDPI settings.
