apache projects manage those tags via this file in the repo:
https://github.com/apache/netbeans/blob/master/.asf.yaml
simply open a PR as usual.
but lets not forget to remove the tag afterwards again to keep things
clean ;)
created the label as requested, there was a "hacktoberfest" label
already from past events btw.
