Isn't that what we have now? Isn't that the default mode for
directory groups already? If anything adding features to control
this, limit recursion, manage trust, etc. would be good.

Making sure that the root is always a project, using the basic project
type if necessary, makes sense.

As I've said before, I'm in favour of changing those UI defaults (with
some safeguards). But required projects is not the same as nested
projects either, even if there is often overlap. There may be an open
question of whether a basic project used as a group root should treat
contained projects as required projects?

eg.
https://bits.netbeans.org/31/javadoc/org-netbeans-modules-projectapi/org/netbeans/spi/project/SubprojectProvider.html

That could even be a configuration option that is switched on in
certain scenarios, such as group roots. It might not make sense in
all scenarios where the basic project is useful.

Given there's been minimal development in VSNetBeans for about 18
months, then other than putting in basics for overriding defaults as
for any other platform usage of these APIs, I'm not sure what else
needs considering in that respect? Additional external input might be
required?

Best wishes,

Neil
