I don't quite recall the reason, but two come to mind: * because the rat results were turned into unittests and thus even reasoned inclusions (category-b licenses) are flagged as build failures. * because the license was not determined correctly In any case Neil already made the point that was my reasoning for reincluding the files (here on the list and in the issue). I'm not happy that we trigger category-b "source code used at runtime" rule this often, but the rule is there and XSDs are from my perspective exactly why the "source code used ad runtime" rule was added.
