So, talking to Bertrand about this, it is the fact that http://incubator.apache.org/projects/netbeans.html is part of the Incubator process but is fine to have links in it instead of hard coded text, e.g., we can remove the committers list from there and have it on netbeans.apache.org instead, where we can more easily manage it.
