The alternative, and I feel this is what Jirka would prefer, is to wait for everything to be in the release100 branch, finished, complete, no blockers at all, and only then put together a vc (i.e., vc3) for purposes of the community acceptance survey.
However, given the shortness of the release cycle, my view would be to say: "Look, we know about two or three items that are not hammered down yet, either not integrated yet, or still coming in one way or another, but let's do the community acceptance survey right now and see if there are any other issues that need to be addressed first." Indeed, the community acceptance survey will, in this view, not be on the final candidate for release -- but it was never going to be, there will always be some additional problems identified by the survey that will need to get fixed.
