I noticed that several vote threads recently were 'cancelled' implicitly
without explicit conclusion by the release manager.
Or accepted (like below), without clear heads-up stating the result.
The convention is that the release manager sends a final reply with
subject prefix [RESULT][VOTE], with a clear tally of the vote counts.
And the convention is also that the release manager sends a final replay
with subject prefix [CANCELLED][VOTE], otherwise.
