I've added another disclaimer to the snap description, to clearly state that this is a convenience binary and not an official release. The incubation disclaimer is still in place.

The publisher has been changed to be Apache NetBeans (incubation)

I think this has satisfied the requirements, so https://snapcraft.io/netbeans is public.

We are able to build an upload a Snap package from source to snapcraft.io automatically using Apache Jenkins infrastructure.

The question is how shall we handle the release of this kind of convenience binary, shall we vote on it? Shall we put the snap package next to our release materials in dist/release space? Or just release it given that the snap package can be created from the already voted and approved source code. (The source code already contains the snap recipe for such a build.)
