-1 binding

While the build and many processors worked in a flow moving data to/from 
external services and S3, I’ve run into a problem with HandleHttpRequest, which 
is not allowing connections no matter whether configured to use http, or https 
(with http 1.1 or 2).

This appears to be connected to the recent Jetty upgrade work - discussion in 
Slack (https://apachenifi.slack.com/archives/C0L9VCD47/p1706214639982439).
