Release Guide

In the NiFi Release Guide, in order to validate the release, the instructions 
indicate to do:
mvn install -Pcheck-licenses
and then later to compile the application via:
mvn clean install
Is there any reason this second 'clean install' is needed? Won't the first 
install perform all of the necessary build steps?
