[discuss] rolling nutch 1.22

Hi dev@,
I took a look at Jira today and see we've resolved quite a few issues in
the 1.22 development drive so far.
There are several pull requests open but even without merging any of that
stuff we still have a stable master branch and lots of improvements.
I'm happy to roll a 1.22 release candidate. Any input greatly appreciated.
