The IP address filter (NUTCH-2930) fails to compare the first byte of an IP
address if a /32 resp. /128 CIDR is configured for inclusion or exclusion.
Discovered by [~dpol1] in
[stormcrawler#1942|https://github.com/apache/stormcrawler/pull/1942#discussion_r3413509547]
- significant parts of the IP filter code are shared.
