Adds jacoco-download to the dependencies of test-plugin, so the jacoco is
downloaded before the plugin tests run. See

Verified by deleting ivy/jacoco-0.8.15 and running
ant -Dplugin=protocol-okhttp test-plugin, then ant clean runtime test.
