Why he may be doing the work it’s probably not correct from an ASF point of 
view to say he’s in charge. Any contributor should be able to come along and 
help out, make suggestion and propose changes. The group as a whole decide what 
direction to go in.

With a volunteer organisation assigning a task to a single person means that 
some of them don’t get done, it's better if the community as a whole work on 
things and take responsibility.

Having a single person to rely on for critical infrastructure is also 
problematic for a number of other reasons. For instance what happens if they 
leave (for whatever reason) the project?
