I'm still wondering _why_ this file is in there in the first place. My guess is nearly all, if not totally all, of the labels in this file are duplicates of those in the EcommerceUiLabels and CommonUiLabels file.

While reviewing a patch from Shi Yusen "zh properties in progress" (https://issues.apache.org/jira/browse/OFBIZ-617) I found this file without an ASL2 header. It was recently added by Al(rev. 499264)
