Good question...

If the one set in general.properties is invalid, the default JVM locale will be 
used. Right?  Either way, the user can't change it through the dropdown 
provided as the only choice will be the default locale.  The only potential 
benefit of keeping the dropdown when there is no way to change it is that the 
current Locale is being displayed. 

Would simply printing the Locale instead of the dropdown/form be preferred?
