First Click on Add: [Credit Card] is sometimes ignored during checkout

During the checkout procedure, the first click on the Add: [Credit Card] button
link is sometimes ignored.
It seems after selecting an address, then a shipping method, and then the Add
Credit Card button, the first hit to the button will only result in a slightly
rearranged display. As I recall, this effect is not seen if you haven't just
selected a shipping method.
