Attached patch allows component-load.xml to contain relative paths. The one in
framework/base/config is relative to the top-level, while others are relative
to their location. This allows for removing of the ${ofbiz.home} specification
from each, and allows applications to be dropped in at any place, without
having to adjust any paths.
