Email Templates in general

I can understand the email templates being in the Product store so they
can be modified per store.
however I am not sure something like the LoginEvents, which service all
the modules is appropriate.
Since I am in this mode of doing the emails would it be appropriate to
have a page like the product stores for the Security and change the
emails from PRDS_ to SECUR_
then the createCustomer would be changed to call the emailPassword in
LoginEvents?
