I personally only deviate when necessary (like "no functional changes" and
such).
Note that, with SVN, committers can always changes commits comments, even not
ours.
So I suggest if we see one important comment missing we ask the initial committer to change it or even do so ourselves and put that to the attention
of the initial committer.
I usually do so in Jira comments when necessary.
