So we need to update the "Release Plan" wiki page to note that "next releaseS" must be created when releasing current ones. Thanks for having done it

"Release branch 17.12" and "Release branch 18.12": if bugs or fixes
concern a specific branch (rather than a release) then they should be
assigned to the unreleased latest version (e.g. currently "18.12.04",
that is the next release, instead of "release branch 18.12")
"Trunk": if a bug or a fix concerns the trunk (rather than a release)
then they should be assigned to the "Upcoming branch" version
