Missing paginate target causes bugs on some screens

The first bug is observed when you go to "Promos" in Catalog manager and
attempt to change pages through the dropdown.
The second bug could be caught when you go to Party manager, choose a security
group, and then try to change pages through the drop down or remove permission
and then try to go to the next or the previous page(the remove action is being
processed one more time:) )
