Thanks Pratik for providing the patch for this issue.

I reviewed your patch and it looks good to me, except conflict in 
OrderUiLabels.xml file when I applied it and a data load issue.

Here I uploaded the updated patch for resolving conflict and data load issue.

Rest I tested the patch and found no problems, Now inventory reservations are 
being done based on the priority which can be set from order detail page.
