Downgrading from Blocker to Major.

Pratap, please provide more information such a log file or at least a portion 
of it.  Of course by default the serviceengine.xml file contains the necessary 
engine definition for java services so either it has been removed from your 
file or for some reason the instance is having trouble reading the file.
