Hi Adrian i would prefer country-to-state. Because we get a country from the UI 
and determine the states. 
GBR is defined as group of states which have countries. So why is the 
association backwards?

Hi Scott a few posts above we decided to use the existing data structures. 
Your proposal covers more functionality (post code validation) when we plan to 
include this, i think it's a good idea to create a new table.
