humm, interesting. I review the OFBIZ-4270 and noticed that you have already 
mentioned the long foreign key name problem and a "null" value for "FRA". Don't 
know why it's in commit at last.

I have no comment on the approach taken, but I see some problems in the patch. 
I believe some databases have a size limit for foreign key names, so you might 
need to fix that. Also, what is the purpose of the <CountryAddressFormat 
geoId="FRA"... > entry? It doesn't contain any meaningful data.
