Sure this is a solution too especially for the larger shops, this
solution and the one you suggest do not exclude each other.
To illustrate i am with you you, we are developing a separate task
manager with which tasks can be generated on events happening in the system.
A pre-version can be tried on ofbizdemo.antwebsystems.com/taskmgr demo
system. (we are working on it.)

The way I handle this type of scenario is to create Work Efforts.
"Next Step"should be a TASK WorkEffort with a child EVENT WorkEffort
(the date of the next step). That way the task and event can be
assigned to users so they appear on their task lists and event
calendars, user's calendar clients can be set up to pop up reminders,
etc.
