Most persons don't know it exists and is such convenient

I guess the "BIS Crypto TSU exception notice" section is useless because it's 
also in NOTICE http://svn.apache.org/viewvc?view=revision&revision=637559. 
Though not sure why David added it there.

For the rest, it's ok with me
