The implementation of changes in http://svn.apache.org/r1494034 breaks
functionality.
Prior to the implementation the overview of internal organisations also
provided a means to setup (and maintain) the accounting configuration for any
internal organisation.
With the change only parties with data in PartyAcctgPreference will be shown,
and the means to setup these preferences for new (internal) parties is lost.
