Pierre,

Your observation is expected.  I don't know if that is considered an issue.

The issue that this report addresses is that ofbiz will hang whenever it asks 
for a tenant delegator before a base delegator has been created.  The symptom 
will express itself when you try any of the following console commands.

ant load-tenant*

It persists inspite of Tenant and TenantDataSource tables having been properly 
filled.
