I'm not sure about the comment that release 4.0 was pre-apache because during incubation in 2006 some test snapshots for Release 4.0 were done. So I think this meant that they went through all the processes related with doing a release but didn't actually release it.

Initial releases started in 2001 but were Alpha or Beta versions. If you
