I guess a manufacturing extension of the WorkEffort entity would be entailed if 
the functionality were provided optional, however I'm not exactly sure how such 
an extension should be implemented yet.  I wonder if an extra field such as 
WorkEffort.useTimeEntries should be created and allow to be set for routings 
and tasks and copied to the production runs and tasks which could also allow 
manual settings.  Does this seem like an appropriate approach?

Also, the production run declaration form provides a worker field that never 
gets used because the time entry code is commented which is the part of the 
code meant to use it.  Therefore that field should probably be included in the 
group of time entry fields that should be hidden if the option is disabled.
