Yes, I also thought about setting ReqMEI could be set at ProductFacility level 
and indeed its a nice option as long as there is one to one association between 
each Store and Facility, 

However, i just proposed to keep it a product store level based on the original 
requirement mentioned in description above and hence on assumption that a 
specific ProductFacility might serve multiple stores and each store might have 
different stocking/replenishment policies.
