If FOP doesn't support this, maybe we should reach out to the Apache FOP
community to assess whether this:
* is already fixed in a version we need to upgrade to
* if not already fixed, is on the radar of the FOP community, link the issue
here, and track progress
* if not already fixed and not on the radar of the FOP community, help the FOP
community to create a new issue for this, link the issue here and track
progress.
