Thanks Avnindra, you are right on this point and I think we need to discuss it.
The service definition is inconsistent with the data model, I wonder why. Note
that this is pretty old code from the pre Apache era, there might some reasons
we (Michael and I) overlooked it but from my research for "createFacility" in
all files I believe it's more the service definition which should be changed
and it's maybe related with r1728261, could you please check? Thanks!
