Hi Mark, A vote on the name of a sub project of an Apache project has to happen on an Apache mailing list. Votes of PMC members are bindings. Votes from others are welcome, but not binding. That is not negotiable.
Ideally, the discussion should also take place on an Apache mailing list to keep a record of the discussion.
