Hi Rahul,

the process follows the standard Apache guidelines. Here is a document which 
shows this process for Olingo in case you are interrested:

I also created the release issue: 
https://issues.apache.org/jira/browse/OLINGO-965 
and plan to provide a first release candidate today. From there the vote needs 
to stay open until there are at least 3 binding votes with +1 on the mailing 
list.

Please keep in mind that this is an OpenSource project. Any contributions and 
involvement from your side are welcome.
