In trying to support the apply option in a custom ServiceHandler, there were
several issues:
* need to expose the EdmStructuredType for the apply result
* corrections to precision/scale assumptions for aggregates
* apply handling in RequestURLHierarchyVisitor
* a new ServiceHandler method for apply
