The download page
http://oltu.apache.org/download.html
has a link to the KEYS file. However the URL is
http://www.apache.org/dyn/closer.cgi/oltu/KEYS which is wrong.
As previously explained, the link must be
http://www.apache.org/dist/oltu/KEYS
This has been outstanding for over a year now.
