Shipping Code Changes.txt and 0.8 Snapshot

All,

With the pending 0.8 Snapshot, should I be editing CHANGES.txt to reflect
0.9 development as I prepare to ship code? Has an 0.8 branch/tag been
created?  Or should I hold of new changes until a later point?
