coord job status is DONEWITHERROR when action 1 is KILLED, action2 & 3 are
SUCCEEDED.
then rerun the workflow job of coord action 1, and it is SUCCEEDED after rerun.
but the coord job status does not transit to SUCCEEDED by recovery thread.
not sure if this is the feature or a bug.
the final coord job status is DONEWITHERROR when all 3 actions are SUCCEEDED.
