This may be a little tricky because we're also loading implementations of the
{{LauncherURIHandler}} into the launcher jar, and these seem to be dynamically
loaded by the {{URIHandlerService}}; it looks like the user can add more
implementations, which would be complicated if they have to be in the sharelib
instead of the Oozie server.
