I had to get rid of web-common.xml and go back to duplicating the content in
web.xml and ssl-web.xml due to a security change they made that was breaking
things. It looks like there should be a way to include a file like
web-common.xml, but enabling that causes the jsp compiler to break. We'll just
have to be mindful to keep web.xml and ssl-web.xml in sync; I added a comment
to to the top of both to remind us.
