Harsh J resolved OOZIE-2420.

Resolution: Not A Problem
Oozie relies on MR notification for its action launcher job notifications
internally, and hence will always override if a url config is previously
provided - this is by design. However, we do in turn offer you workflow and
action level notification URLs provision ability:

Resolving as 'Not a Problem', but please reopen if the goal was misunderstood.
