Do we need to worry about duplicates in {{--files}} or {{--archives}} when 
Oozie appends them together?  For instance, if the user and Oozie both add a 
file named "foo.xml" we'll get {{--files foo.xml,foo.xml}}.  Is Spark okay with 
that?  I know it's often picky about this sort of thing.
