Standard Log4J

I'd put the entries into {{core/src/main/conf/oozie-log4j.properties}} (for
runtime) and {{core/src/test/resources/test-oozie-log4j.properties}} ({{core}}
tests), and {{minitest/src/test/resources/oozie-log4j.properties}}
({{minitest}} integration tests), respectively.
