Description:
The following exception is thrown when the pyspark example is submitted:

Error: E0701 : E0701: XML schema error, cvc-complex-type.2.4.a: Invalid content
was found starting with element 'resource-manager'. One of
'{"uri:oozie:spark-action:0.1":job-tracker}' is expected.{code}
The xmlns version should be changed to 1.0 in order to accept the
resource-manager element as well.
