I don't think that Oozie supports such a multicluster environment.

There is a section in the 
[https://github.com/apache/oozie/blob/master/docs/src/site/markdown/WorkflowFunctionalSpec.md]
 documentation, which implies that a long time ago something similar was 
possible:

Other possibility would be to use a single Oozie server and specify other 
cluster's resurceManager for the jobs. To be honest, I've tried it once but it 
was not working so probably it's also not working out of the box.
